I know that Navigate is supposed to be pretty good for white water lily. My question is, will the granular version of Navigate work for water lily or just the liquid 2,4D?

Granular actually works better longterm systemetic control. You will not see the foliage dying back quickly as you do with the liquid. LIquid much chepaer however.

Do the granules have to rest on the surface of the lily or will they be fine on the bottom next to the root structure? I know that some granular chemical companies, such as renovate OTF recommend that you apply the granules to the surface of the lily when there is early morning dew present... This will be impossible with my situation because my lilies are young and scattered. No real continuous mat has formed. Sorry for all the questions but I just want to make sure I do it right the first time.

It needs to be absorbed through the roots I think so if the roots are on the bottom it should be able to throw it around the roots and it will be absorbed by the lillies.

Best results with granules in the water adjacent to plants- granules are just the carrier, plants must absorb the 2,4 D.
