I would like to raise the height of my spillway so I can raise the pond level another couple of feet. Is there an easy way to do it or is it hard to get fill to stay when the pond over-flows?

I would think it would need some packed clay if you wanted it to stay. Be careful if its a big pond, a few feet on the spillway can be much more water than you thought.
Get out and fish.

This is done all the time You need to be careful pack the dirt and get grass growing as fast as possible.
Look at changing the location of the spillway from one side to the other at least until you get the grass growing on the new one.

I would not warrant that until you have ran some basic calcs to ensure that your freeboard is adequate to prevent disaster in a significant rain event.
