Is there a reason why ceder wood is used for breeding surface? I have many old ammo crates I can use for free, ceder shingles are pricey.

Cut down a cedar tree or two.

There is nothing specieal about cedar wood being used as a breeding surface for FHM. They just like to lay their eggs underneath a flat surface. Ammo crates can be used as can an endless other choices. If it's free, use it. Just know the needs of FHM so you can best utilize what you have...
