kemp I think you are probably fine, just had a client with 3 inches of visbility and he made it thru it. You might also try to slowly kill off the bloom. You can do this with light application of liquid copper sulfate (Ktea or Cutrine) misted over the pond.
On fertilizing not sure how you are doing it but DO NOT go by timeframe rather visibility. If you have 18-20 inches do not reapply until gets beyond 24 inches then only apply 2 lbs /acre with your good alkalinity. Good Luck!
