For "tiny" waters look seriously at fish that won't or don't reproduce in a pond such as HSB and single sex sport and panfish. Non-reproduciing fish will grow better because of less competition and more natural foods available in small limited production waters. Too many fish usually overeat the food source that suppresses growth. Tiny waters make it easy and economical to regularly add stocker fish as needed.
