Rah, some areas around Houston got up to 40 inches of rain. One, a little more. While that's unusual and overwhelming, it's not unheard of. One problem along that area of the Texas coast is overbuilding. The areas that were once natural drainage areas have been developed with a lot of houses and other structures which impedes the natural runoff back into the Gulf.
