It seems safe for most of the U.S. to use. Note I said most. Here is a map that shows the "bad" areas to try to use the plant. Discalimer: other areas may be illegal to have as well.
Now, My question is...If I remove, let's say 100 pounds of Hyacinth from my pond at the end of the growing season,...did all that mass come from my pond water? If so, that seems like a LOT of nutrient stuff being removed. But I have heard (somewhere) that plants get some of their mass from the air. Any vegetarians out there?
