In Germany the state pays for it but you have to prove you're qualified, and only the cream of the crop gets it. The kids are seperated early on whether they will go to university or a trade school. Yep, my BIL and his family once hosted an exchange student from Germany, and she said the same thing. Talk about some serious motivation to do your best, that was it.
