If the trap is new and with shiny silver mesh, then use some spray paint to make the trap drab colored to look more like a old rock underwater. Black mixed with green and or brown. Then try trapping again. Report back here with results. The shiny wire mesh tends to 'scare' or make minnows avoid the trap.
