It's because you are stocking HSB. They don't want them escaping into a Chesapeake Bay tributary and possibly back crossing with wild striped bass. But, but, I thought hybrid striped bass could not reproduce? 
If pigs could fly bacon would be harder to come by and there would be a lot of damaged trees.
