It's got a rail around it but yes, it does work for that. For some reason, the guy before me had the handrail that goes around the dock made with rails the lift up in certain places around it. I'm guessing that when he had "friends" down and they got out of hand, he'd just flip the rail up and.......

It's true hard work never killed anybody, but I figure, why take the chance?
