Your idea for the fountain sounds like a good one. I would make it of PVC and sink it with some bricks or something. It doesn't have to be pretty, because it will be under the water. If you don't like seeing the white PVC pipe in the water, spray paint it with some Krylon Fusion spray paint. It is designed for use on plastics.
