Is this the start of a FA bloom?
Was at the pond this afternoon and saw this stuff along the shore and floating out on the pond.

Definitely looks like some FA intertwined in the branches of the other bush to me

Could be FA but hard to tell. If you are seeing FA float to the surface that is the last stage of its lifecycle. It grows at depth and floats up as CO2 it produces is trapped in the fibers causing it to float up.
