What is a simple, low-expense way (if there is one)to regulate the level of water in a wetlands? Say keeping the water level between 10" - 24" deep?

yep call PDP good folks. i'm dumbing this down but you can install a culvet through the dike with channel on each side of pipe. The channel made to accept boards will allow put in more boards to rasie level or takeaway to lower level. Should work well for 10-24 inches. Look on web for "flashboard riser systems" or ask PDP about them.
