I have a newly developed 5 acre lake that is not full yet although it has been there for about 2 years (it's slowly filling). This summer I noticed some weeds and can identify it as Pond weed based on other pictures I've seen on this forum. It only grows below the surface. I use pond dye to try to keep the sunlight penetration to a minimum although I could increase the rate of that. I've heard that grass carp is the way to go but I'd also like to get it under control this year if possible. Any specific chemicals you would recommend? I already have Roundup, Diquat and Cutrine Plus on hand.

You're going to have to do better than 'Pond weed', to get a recommendation.

Potamogeton Pusillus also known as small pondweed is fairly common and can be mis-identified easily. It's very similar to southern niad and in some cases, even sago pond weed. Good thing is the same chemical will treat all in this class.
I prefer Aquathal, others may have a different choice.
This stuff tends to show up whenever it wants, and in my experience, dies off early if it starts early but the seeds remain.
Tilapia will eat some of it.
Granular Aquathol shot/dumped at base of plant seems to do a good job of knocking it down when you first see it coming up. Once it stabilizes, it's hard to kill as algae forms around it and protects it from chemical up-take.
