Where do I start to legally build a fishing pond in South Carolina?

Welcome to PBF Buck!
I would give a call to your local NRCS office. I'm sure they can answer all your questions as to what is legal in your area. Google will get you their number. They will also be a resource for you when it comes to designing your pond.
