10 acre pond in Central CA. Maximum depth is 8’. Pond has bluegill and bass. It is deep water well fed. No live stock. No other source of water. Have fish feeders on the pond. Visibility varies between 1’ -3’. Water temperature is 85. We have aeration with 4 large air diffusers running 24/7.
Good fishery. These weeds just got worse this year. We built the pond 7 years ago.
Help! What is this? How and when do we treat to get rid of it ASAP? Will it come back?
When the experts show up, they are going to ask you to get some better pics. More pics like the last one in your hand. They say the best way to take pics is put some of the weed in a glass jar with water OR lay it on a white sheet of paper. Very hard to identify weeds from pics of them in the water.

Look into Spiny waternymph and Spiny Naiad. I don't know how to eradicate it, but knowing what it is can be half the battle.
I merely did a internet search for you by typing in "saw toothed pond weed" (a simple descriptive phrase)and looked at the image results, found some that looked like yours and visited a few sites and gathered a few names from official looking botany sites. Please verify my suggestions before spending any money on weed killer.
