It looks like a big forest green clump or bulb and feels gelatinis.you can pick it up with a stick and then it just kind of ooozes offand smells like dead fish

Sounds a lot like a colony of the microscopic single-celled protozoan called Ophrydium versatile. Not very common in North America however.
