It would appear to be algified Chara. Chara, I believe, is a type of algae that can be easily confused with coon tail, and what you have is older chara that has been covered with some type of slimy FA (filamentous algae). I have been manually removing my chara, but I did not have very much to begin with.

If it is chara, it will have a skunky smell when broken up by hand.

The Chara in my pond now looks very much like yours as the late summer temps have been good for FA growth and the chara is now slimed over.

So do you remove it? is there any way to control this weed? i mean like any pesticides for that?

There are herbicide options listed in the Management Options section.

If it IS that plant, Aquathol K with Cutrine Plus would be my choice for control. Follow the label for application directions.
