IMO I would go with the brood stock. My rationale....
The brooders will start reproducing right away and get more mouths on the job earlier. Your growing season for Tilapia in N. Ohio is short before they die. IMO the 15 fingerlings will not eat much FA on their own and will need to grow big enough to spawn to get more mouths on the job which may be too late in the season to really get the FA control you are looking for the Tilapia to provide.
