What would be wrong with a tournament "Golden Rule"? I do suggest whatever you use... don't place it in the direct sun. It will cook your fishies when laid on a hot board. I used a ribbon type sewing measuring tape for a long time. Just taped it to the bottom of a $2 basket from the dollar store. Also I could put basket and all on the scale and weigh and measure at the same time.

I know this isn't weather proof and it is way too pricey, at least for me, but how cool would this be. It is a pediatric scale used for weighing and measuring babies.
Glue a straight cap (not curved) on a piece of 6" or 8" PVC. Cut it lengthwise. either get a cloth tape measure or a steel one, attach to the bottom ("0" is at the cap or "bump" end) and flood it with clear epoxy or poly, effectively completely covering the measuring device. Like covering a table with pennies and covering it with a 1/2" thick clear coating.
As for a reliable scale that will handle the elements, I don't know of an inexpensive one. I know there are brass ones that measure in 1/4 pound increments, I used one (and still have it) that goes to 50 pounds to measure drag settings on saltwater reels.
