The equipment owner I have used has the largest dozer he can move without permitting. He said it's not worth the little extra he could make with a large dozer. Not only permitting costs, but costs of maintenance go up exponentially. The construction companies with large equipment don't want to move from job to job. They prefer long term work on a large project.
