Where do I start? What depths? Stream management? Newbie any advice is great

I believe in another post you have already determined there are no legal issues with a pond at the site. Have you thought about getting in touch with your local NRCS office and asking them for assistance? They may be able to help develop a recovery plan.

I Have not contacted them. I found this site and figured stating here would be a good place. And posted in this section because it seemed busier then the other. I got new info today. I was able to fallow the creek back to its origin. Which is a couple properties away. I was made aware that our part of the creek used to flow stronger until the owner of its origin saw how our pond was constructed and went back and did the same layout as ours without permits. Being neighbors i wouldnt want anyone in trouble as this took place years ago but i do believe it has contributes to our problems
I'm not a fish person but I know we used to have trout which I believe need a good flow of water to survive. So I believe our lower flow has contributed to dying off.
I'm doing research on stream management if anyone knows good site for that?
my hope is to clean up the creek beds and somehow improve the flow.
Also concerned about washout on dam. My thoughts were large stone with smaller stone mixed in then soil on top but with the dam being 18 inches thick with a heavy rain would that all wash out again?
