I have this weed that seems to grow on land and spread to the water. It seems to also grow up from under water, one day it's just on top of the water. The small silt pond I have is covered in this stuff. While reaching deep into the water I have gently pulled some of it loose, hair like roots. Any thoughts on what this is and controlling it?

Looks like Primrose but maybe just young. A foliar treatment with a glyphosate(ShoreKleer) works when I treat Primrose.

ScottyD, be sure and add a surfactant labeled for aquatic use to the glyphosate mix. I've had good luck with Cide-Kick.
