Greetings,
We are considering buying an adjoining property to our farm. The pond is 13 acres and has a very substantial population of lily pads.
From a cosmetic perspective the population seems excessive and it will certainly make it harder to fish.
Is there any reason for concern about a chemical imbalance or some other issue based on this vegetation?

It may be more indicative of an older, eutrophic shallow pond than a chemical imbalance, depending on the amount of coverage.

I would say 20 to 30%, more specifically along almost all the shoreline and extends 10 to 20 yards out into the pond.
