There is at least 1 fish. A perch which my neighbor caught and let go. Its only about a 1/4 acre pond. Fairly small. Tons of bull frogs and turtles

Is it a brand-new pond? It's strange that it wouldn't have any fish in it, otherwise. Was there a fish kill?

A perch in Texas is likely a green sunfish(GSF).

Main concern is are you treating the whole lake or spot treatment? If doing a whole lake treatment, do it early. Spot treatment if small or needed because vegetation would produce a DO crash.
As per fish, that would be mainly on your goals. You could do any number of fish combinations or single species.

The company got back to me on price. Way high if im going to need to do this often. Here's what the quoted. Based on this info, can anyone recommend a suitable DIY set of chemicals to do on my own. Dont really understand when to use granules vs liquids and when to combine liquids with other liquids.

Granular or chemical treatment is determined by aquatic weed species and stage of its life cycle. Mixing liquid chemicals need to be done with caution, some mixes can have a bad reaction with each other.
