Will aeration lift the bottom pond silt and put/keep it in suspension? If so how will that degrade the water quality.
I am talking about sediment here.....not oxygen poor water.

I'm not an aeration expert, but I do not believe that's a concern. Diffusers push water upwards and create circulation introducing DO to the bottom of your water column - which allows aerobic bacteria to flourish and help decompose organic materials on pond bottom. Aeration experts probably have plenty to add to this answer.

Tbar, if you do not support the diffuser 8-12" above the bottom, and usually using a flat "pad" type support over legs (which could sink in), it is very likely an aeration diffuser could lift silt. I have seen a couple home-made diffuser stands that tipped over on installation and bored holes into the pond bottom.
Keep the diffuser around 6-12" off the bottom, and the lift/circulation flow created around it will not be strong enough to pick up the silt, while still allowing for complete, top to bottom water circulation..
