I have a small ravine that I want to create into a small decorative pond. There is currently a drain however I want to convert to an overflow type drain. This is what I have now. This is what I want. Any ideas on how to convert that 18 or so inch drain into an upright overflow of the same or smaller size? Thanks.

It's hard to tell from the picture what material the culvert is made from, and impossible to tell it's size. At the very least you are going to need: A 90° elbow and another piece of culvert of the correct size. I'd give these guys a call. I don't know of a source that is local to you. http://ponddampiping.com/index.html

It's that same material, steel pipe. It has to be close to 18" across. The guard isn't a problem. I was torn between trying to figure out how to put a similar material 90 on there and achieve a water-tight seal or simple use a PVC 90 and some pieces on them and concrete them into the existing pipe.

I'd call those guys and ask. You'll need a rigid strong connection, maybe even covering the elbow with soil and compacting it for support so the riser tube doesn't twist sideways if bumped by a boat or by something else.
