Should I be worried about this sort of bloom? I have been watching it for the last two weeks . It sometimes goes away with rain but comes back not long after. Water clarity went from 18-24" to 4-6 ". Should it be treated or not?

It is hard to tell what type of algae is comprising the surface bloom from your picture.
