I have a 1 acre pond with a 10" stand pipe in the dam. The plan was to have emergency spillway at one end of the dam. However, the design and implementation were lacking. So now that the tank is almost full it is clear that the lowest point is directly over the dam. There is no easy way to correct the problem. I think my best bet is to make a concrete spillway over the dam so that my dam doesn't break and erode. I am looking for ideas to construct the spillway. I am certain that I need the concrete structure to extend into the water to prevent erosion beneath the spillway.

Thanks in advance for any advice.

The concrete will have to go all the way down the back of the dam, and continue out for a ways so the water doesn't erode the toe of the dam on the back side. Maybe dump into an area that is rip-rap over geotextile fabric?

Some sort of lips on the edges to keep the water from running out the sides of the concrete too.....

Depending on your watershed size, installing one or two emergency siphon systems may be a an option, and a far less expensive one. IIRC, a 4" siphon in full siphon mode will move as much water as a smooth bore 10" pipe.
