If the actual pond bottom is not "blanketed" with clay but there is a layer of clay, eventually, down below the pond bottom.. will this force the water to hold up and pool inside the pond?
For example we dug some test holes and hit clay but it was 20 foot deep. If I want my pond to be 10 foot deep can I dig 10 foot and let water fill eventually saturating the ground but still pooling and holding due to the clay layer down below...

I don't think so. Not if there is a layer of sand or something close to it between 10 and 20 feet. It will probably leak under the dam.
If you dig the dam to 20 ft, make a core trench of clay, that should stop a lot of the problems.

But the water will still travel horizontally thru the ground.
