I was speaking with a hatchery in NC that currently has lmb about 4" long that he said they have held over since last year.

Any concerns of using these fish or should I wait until this years fingerlings are available somewhere?

If the hatchery is in NC and those bass fingerlings are only 4", they are not displaying good growth rates. Either because of malnutrition, poor genetics or both. What hatchery is it?

If you are not looking to grow trophy sized bass then the 4" fingerlings will be okay and they could easily grow to 5 lbs with the right food source. Well fed LMB on year old could be 8"-10" long. Thus shorter fish provide one an indication of what has been lost as far as first year growth. To grow the biggest fish possible in a pond, one should stock the largest one year old fish available,, within ones ability. The size or length that is lost the first year is never regained compared to the other cohort fish or siblings that grew larger in that first year. Those larger fish will always tend to have that growth advantage.

Are these for a new pond void of predators or an already established pond?

No predators. BG red ears and FHM stocked last summer.
