No it's not an aquatic weed but it is an exotic invasive one that sounds just as bad as poison ivy or worse. Never heard of it until I saw it mentioned on a fishing website. Seems to be contained to New England at least for now. http://www.dec.ny.gov/animals/39809.html
If pigs could fly bacon would be harder to come by and there would be a lot of damaged trees.

Wow. Everything about that sucker is big. Says it's been found in over 600 sites in Erie County PA and has moved into NE Ohio.

As a side-note: This stuff was growing in a few swamps near us. People took extreme measures to eliminate it. It is nasty, aggressive, and permanently damaging to skin. There is quite the campaign to kill it off.
Even Genesis wrote a song about the stuff.
