Ok this is very new to me but thought I would ask. Is there a water lilly or a type of flowered plant I can put in a small bay area of a 1 acre pond and will not take the pond over?? Is there something I can buy that if I plant 20 there will always be 20? Give or take?

Bill is the Lilly expert - IIRC he recommends chosing cultivars of hybrid lillies and consider planting them in pots to help control rhizomes [spreading]. If you choose a lilly that won't do well in deep water, and are planting in a bay/cove, they will naturally obey the depths and not spread, theoretically.

There's an very good article in PB by Bill with awesome photos and lots of information regarding hybrid lilly cultivars. You should certainly be able to choose one from that list as it highlights their bloom color, max depths, how aggressively they spread, etc. IIRC.

Simple answer, No. Reproduction is the strongest force in any living organism. Given limitless water supply and usually more than ample nutrient availability, aquatic plants will reproduce at a much higher rate than their terrestrial cousins.

Bill Cody did a presentation at PBIV that showcased a few options you can consider, most notably Water Iris, which appears to have some very attractive colors, does not spread like wildfire and doesn't grow so tall that it's difficult to fish over.
