Not sure what it is, perhaps someone who is more of a plant expert can say... However, I can recommend spiral/corkscrew eel grass as a good option to plant as fish cover.

I'd write the seller and ask him for the scientific name of it. We can go from there. I have no idea what it is.

When it comes to buying plants off eBay, who knows their origin, especially when they are being sold as a koi pond plant...

It looks a lot like slender spikerush. If that's the case, it is very difficult to control. I would be cautious.
