You can put a blocking plate around 1/2 of the spinner disc area but your still gonna need to hang it over the water cause some pellets will drop straight down. Another thing you can do to reduce clogging is epoxy a short piece of coat hanger to the middle of the spinner plate which extends up into the bucket, this will help move the pellets and reduce clogging.

I have a feeder that also throws 360*. I have it hanging off my dock a couple of feet.Feed rarely gets thrown back onto my dock.

I simply taped a heavy plastic skirt around my barrel that hung about 6-10" below the slinger plate to convert my deer feeder for fish...the extra space it gave for air to flow eliminated all my clogging problems.
