Deos anyone know of any type of fish native to North America that eats mainly acuatic weeds but only grows to about 10-12 inches or less?

Why do you want them to stay small? For forage?

Well Greg, the reason that I would prefer them to be native is so I can have a breeding population without having to deal with VA fish and game. So for exotics, if they don't mind I don't mind. Besides I'd always like to learn about a new species of fish. What did you come up with?
