See if someone from your county agricultre dept. can come out and give you an idea. You need a good clay soil bottom to hold water in. If not you can have clay brought in to seal it or even a pond liner.
I'm not an expert on this but there are peeople on this site that have been through everything you could imagine building a pond.

The info you get from these sites are a good place to start, You will have to get on the ground and dig some holes to know for sure about the dirt.
Other thingh to look for is other ponds in the area how well do they hold water?
