Be sure you know the plant you intend to treat. If the plant has willow-looking leaves, copper sulfate won't work on it. Copper sulfate works on algaes. I see you are from Lamar County. There's an Estes, Inc on the north loop near FM 195. They can help you there. Get a positive ID on the plant. Start by looking at photos of American pondweed.
The direct answer to your question is "It's a good time of year to use copper sulfate."
