Sipnon pipe are not to tuff to install after the fact, and will not cut into the dam to make it weak.
Another option would be to have a concret spillway over the center of the dam.
If the dam is very old and has not had any problems it might not need any work done.
Check and see if water has ever gone over the top of the dam.
