Howdy, wwmont, and welcome to the Forum.

I'm trying to get a good mental picture. The drain pipe goes through the dam to the bottom of the pond, then has a vertical riser to the full pool water level?

Why do you think it is stopped up? Is the water level in the pond above the upper end of the pipe and staying there.

You have a valve on it?

BUMP for valve owners.

Sounds kind of like a siphon. Is there a small pipe coming from the big pipe at the top?

One of my clietns just sold his pond in Slyvester, did you just buy it? Does it have a trash rack over the riser pipe? If not probably clooged might try to shake it lose with rod, etc shoved down into the pipe.
