Rambo,
Here's several suggestions for you. Subscribe to Pond Boss magazine. We are full of excellent info about pond construction, including drain pipes. Call the Pond Boss office at 800.687.6075 or subscribe via paypal on this site. We have two advertisers in the magazine this issue, one is Pond Dam Piping..call 800.333.2611. The other is Southeastern Pipe and Drain Systems at 800.468.7564. Both of these companies can help you with piping issues. Another long time supporter of Pond Boss has been Agri-Drain. I don't have their number at hand, but they do have a website.
The advice you received from the contractor is standard. Many, many pipes are installed at a 45 degree angle through the dam, with a standpipe/riser coming up as much as six feet through the water column, releasing water beyond the back toe, into a creek. But, if fish management is important, you should consider a bottom water release pipe. If you expect to ever drain your lake, consider a pipe with a valve, or a siphon system.
Also, read the thread below by RobA. It's a thorough do's and don'ts with excellent debate about the topic. Also, click on the highlighted link for another thread. This should be all the information you need to make an informed decision and take the next step.
