11 acre pond overflow pipe

In Greene County Illinois about to install this aluminum overflow pipe into a 11 acre pond dam, it has a 48inch riser and 145ft of 30inch barrel. custom fabricated with two 8ftx8ft anti seep plates welded on. joints are bolted together with welded flange rings and sports a trash rack with anti swirl plate.

And by the way, that's one serious overflow pipe. How did you determine what size was required? Did you hire an engineer for this?
