Been organizing tonight in garage and attic and came across this tank... I have seen them on a friends ponds windmill and am kinda wondering why the previous owner didn't use it or took it off?

Yeah, add a gallon or 2 of isopropyl alcohol to it and it automatically adds it to the airline when it detects a blockage.
Took 3 winters to go thru a gallon on a clients windmill, and he's pushing air 900 feet with 3/8" airline.
