You know what's interesting? Before Bell Aquaculture mentioned in the article there was a chance the same type of set up would be put into some abandoned buildings in Ft. Wayne, Indiana. But the town board nixed it saying no livestock within city limits. Nothing like narrow minded people preventing a chance of more tax revenue and jobs.
I know this because I was on a panel associated with the possible Ft. Wayne location being in the Indiana Aquaculture Association.
It worked out for the better as Bell has an even better location, but the city of Ft. Wayne blew it. Apparently the city of Milwaukee is more open minded.
If pigs could fly bacon would be harder to come by and there would be a lot of damaged trees.

In a town not far from here is a cold storage plant. They also sell ice. One of the byproducts of this is cool clear water. The owner wanted to take advantage of this by raising fish (I believe trout) in raceways. However, for reasons I don't remember, the city wouldn't allow him to dump the water from the raceways in the sewer system. There's also a muddy little creek that runs by the place, but he wasn't allowed to dump the water into it because it has fish $hi+ in it. Apparently it might bother the bullheads and carp. He finally gave up on the idea.

A flow through system (raceway) typically requires a lot of water so most likely they didn't want him to overload the sewage treatment plant.
As far as running into the stream that shouldn't have been a problem below a certain number of pounds of trout, or he could have run his water into a settling pond before entering the river.
That said there are lot of ignorant people out their in positions of power.
