Try throwing in a minnow trap. I like the Gee's traps.
Gee's made in USA They are available many places on line or your local tackle shop might have them (but beware of imitators - they are not as good)
Gee's minnow trap Bait it with some fish food pellets or dog food. If your feed is too small so it drops through the mesh of the trap you can put it in a container of some sort (panty hose or plastic bottle with holes punched so it will sink). Put it in water parallel to the bank with about 6-12" of water over it. I have lots better luck in shallow water than deep but turtles love to push the traps into the deep once they learn there is feed inside. Tie a rope to it so you can retrieve it and be sure to put a stake in the ground and tie the trap off. I tie a loop in the end of the rope and just drop it over the stake. If you don't do this you will loose your trap. Turtles, coons or other critters will push them around and your trap will end up on the bottom of the pond.
Check the trap in about 15 minutes then an hour later then the next day. Shiners are pretty good about going into a minnow trap for food and since they are fusiform shape a 6" or even larger can go in a 1" minnow trap opening.
