I'm no expert, mostly just large mouthed, but, I think you have to get your stock from a registered hatchery with a license:

My assumption is that if the species is not on one of their sale lists, then you cant buy it or stock it.

I think all stock also have to have a certification of inspection, which sounds like it would be painful if you don't go through a registered hatchery. I'm going to show my ignorance... What is HSB?

That website is pretty cool. extensive catalog. It may be worth a call down there just to see what they have for availability. They are not listed as a NYS licensed hatchery, but who knows. I know a lot of people make a face when I say it, but the NYS DEC guys love to talk about this kind of thing with homeowners. They'll tell you what will and wont work, what's legal, what you can get away with, what to worry about... If you're around me, the Avon office is the one to call to get the straight answer. I'm always surprised by how cool they are.
