can these be stocked in a tank and if so can they be self sustaining if stocked correctly?

See this Post

Black salties are nothing more than goldfish that may have a slightly higher tolerance to higher salinities and are blackish in color. Black salties like goldfish can be stocked into a tank(pond) and do just fine. However, under predation by LMB or other predators, they are usually quickly eliminated or severely reduced in number in a pond unless there are substantial areas of shallow water and/or thick vegetated areas.

Black Salties can be used for forage, but in some cases can grow too large for many of the predator fish to eat. Shiners and Fathead minnows are a much better choice.
