Hoping someone can help ID this so I can decide what I need to do. I have been looking and think I might know what it is but am second guessing myself. Small 1 acre pond in southern Iowa, it's only around the edges about 5' out. I know the pic isn't very good, won't be able to get back for a few weeks and was hoping I could get some herbicide before then.

From the slightly blurry and distant photo of the plant it highly resembles coontail aka hornwort and technically as Ceratophyllum demersum. It produces branches and the individual needlelike 'leaves' around the stem should have some tiny toothed edges or margins. leaves are often crowded near the ends or tips. You will read that technically it does not have true roots, but can be loosely anchored to the bottom. It grows primarily by from coarse winter buds produced in fall and also fragmentation. It grows quickly to form dense mats. It does create good habitat for small fish and invertebrates so reduction is actually better than elimination. Scuds thrive in it. Grass carp (GC will eat it).

I know sorry about the picture quality. I did a winter drawdown and lowered by maybe 2 feet hoping to kill off some of this vegetation over winter. That was one of many that got sucked through the 2" pvc pipe. I took a last minute pic. I sucked up quite a bit of this and it didn't appear to be rooted.
What would be a good to use to kill this off? I added some GC last summer but am doubtful about the survival rates, pond is out of balance and I have mainly very large bass. Have not seen any signs of them either. So looking for a better option for the time being. Would I be better off dying or fertilizing the pond at this point?
