Hi All! Can someone please confirm what this is and how to get rid of? We are in South Eastern PA.

It would appear to be algified Chara. Chara, I believe, is a type of algae that can be easily confused with coon tail, and what you have is older chara that has been covered with some type of slimy FA (filamentous algae). I have been manually removing my chara, but I did not have very much to begin with.
If it is chara, it will have a skunky smell when broken up by hand.

So do you remove it? is there any way to control this weed? i mean like any pesticides for that?

If it IS that plant, Aquathol K with Cutrine Plus would be my choice for control. Follow the label for application directions.
