Chara, I believe, is a type of algae that can be easily confused with coon tail, and what you have is older chara that has been covered with some type of slimy FA (filamentous algae). I have been manually removing my chara, but I did not have very much to begin with. If it is chara, it will have a skunky smell when broken up by hand.
